The City of Toronto's MLTT administration fee is a flat processing charge, not a tax, and it applies even when a buyer's land transfer tax is fully rebated.
Every Realtor knows that buyers pay an additional Municipal Land Transfer Tax (MLTT) when purchasing in the City of Toronto.
But there's another fee that applies, only to Toronto buyers.
It's called the MLTT Administration Fee.
It's a flat fee paid to the city for administering MLTT, and it gets collected right at registration, the same way both land transfer taxes do.
For the record, there's no equivalent fee on the provincial side for their Land Transfer Tax. Only the city charges this one.
It's worth knowing, even if a buyer qualifies for the full first-time home buyer rebate and their MLTT is reduced to $0.00... the administration fee still applies.
It's a processing charge for the transaction itself, so it gets paid regardless of what's owing on the tax side.
The only exception comes on title transfers that are exempt from LTT/MLTT all together.
As of 2026, the MLTT Administration Fee is $115.89.
